Reflecting on my own experience with managers, this puts so much into perspective. I witness this behavior in multiple work environments and never understood why until I was outside of those environments. One thing to note in alignment with your point is that many managers are not fully transparent with their team when they choose path A. This is to protect their best interest but as you call out, is at the detriment of the team.
